The Dawes Plan was a report on German reparations for World War I drafted by a committee of experts led by American financier Charles G Dawes that was accepted by the Allies and by Germany on August 16 1924 The plan provided for the reorganization of the Reichsbank and for an initial loan of 800 million marks to Germany The Dawes Plan temporarily resolved the issue of the reparations that Germany owed to the Allies of World War I Enacted in 1924 it ended the crisis in European diplomacy that occurred after French and Belgian troops occupied the Ruhr in response to Germany s failure to meet its reparations obligations
